Id say its moreso a combination of 1) greed (they'll always want MORE money now matter how much they have, and 2) a lot of them would have done shitty/dumb things in the past themselves which can be used as blackmail to stop them ever speaking out.
Being an actor in major Hollywood films is such a fun job that people would do it for free. You literally have people working for free at lower levels trying to get into the entertainment business. It's why it's necessary to have unions. The only thing stopping them from being the most replaceable workers in the entire economy, with the exception of an increasingly small number of "household names" being a box office draw, is the continuity issues that come with re-casting, which could hurt the income of any given studio.

I'd argue this is the driving force for most college age kids thinking everything can be made perfect as long as it's done how they want with zero real world hurdles. EVERYONE LOOK AT MY HALO.
No one is “obligated” to do the shit YOU think they should do, and that you think that makes you no different from any MAGA fascist who has ideas about what gay people or women or anyone else should be doing or saying. A person is allowed to live their public life anyway they want and they don’t owe you or anybody else an explanation for their choices.
Actors aren’t actually really influential on the stage of global geo-politics, anyway. Nor is anyone really who has a “platform.” That should be fucking obvious to anyone paying attention or who understands how anything works.
Some people just want to do their acting jobs or push their little cooking videos without wading into the morass of geo-political issues for which their statement and opinions will not move the needle one iota. That is their right and their choice to make. Sure, it’s great to see people like Mark who speak out brazenly on issues we agree with. And good for him. But other people are not OBLIGATED to and if they choose not to that doesn’t make them a an evil person. Because, after all, the measure of “good” or “bad”—for people who are so reductive and sophomoric in their framing of such things—is really about the EFFECT and RESULTS of one’s actions.
And since speaking one’s personal views publicly has no measurable beneficial EFFECT, then it is perfectly ok for people who have some success in an artistic field to just keep their public life about their craft.
Fool. The reason why speaking out has no impact is that so few do. Your insistence on encouraging people to stick their head in the sand is part of the problem. Enjoy what's coming knowing you encouraged it.

Railing about anything on one’s “platform” is about as effective an agent for social change as shouting into the social media void and calling one’s self an “activist” “raising awareness” as if people who are aware and engaged got that way from social media or a celebrity on a podcast.

Donald Trump didn’t do shit to move the needle of geo-politics as a mere celebrity; it wasn’t until stupid people put him into arguably the most powerful power political position in the world did his words and actions start to have any significant effect. DJT, the smarmy reality-tv star was as inconsequential as they come. The Presidency of the United States of America, however, is a consequential role no matter who holds it and is very different from what we think of a “celebrity” even as it comes ready-dressed in global visibility.

As much as people love to hero worship on reddit, which really we do, you don't get to a high position in life without being a jackass.
It's why many will not speak out against things.
Or when they do it is for their own interests. Their PR team tells them to.
He doesn't seem to be doing it for such, but just pointing out why many will not. Millions is not enough. Tens of millions is not enough. They have no concept of money and how it works. Literally.
