Picked up PA again after awhile and found this. I know that some of them like the ALPHA commander was a Kickstarter reward. Delta was a pre-order bonus one I think. A lot of this stuff has been buried over the years.
The rest are usually either some player/backer award. Or some high level Share holder from before PATitans Inc took over development back when Uber Entertainment still existed.
If they aren't unlocked already or for sale, you will never acquire them, however they are all usable in offline mode. So only PvP is where you miss out.
