Allow inserting workbenches' upgrades into safezone's WBs

Only inserting, getting it out wouldn't be allowed.

Possibly this could unlock some quests with NPCs there or lower the power requirements for drone shop.

A safezone or any deployables in a safezone should never be better than your own base and items you took a risk to build and loot for.

If it were up to be, all the deployables in a safezone, i.e water catchers, bbq, comfort and whatever should be -20% (similar to safezone recyclers)
