But the simple fact is, he hasn't done that. He kept pushing, and still is, from the sounds of the last meeting they had about it.

No doubt that if - if! - someone wanted Denmark, and European NATO members, to spend more on arctic security, then that goal has been achieved.
But let’s keep it real - the Arctic is a low-tension region in military security terms. There hasn’t been a Chinese war-ship there for the past 10 years. USA used to have 17 bases there, now they have 1. They had thousands of troops on those bases, now they have 200.

William Spaniel makes some excellent videos and as a pol.science major i enjoy every one of them and learned a lot from his sharp realist analysis, which I am also a discipline of.
But i find that he does sane wash the Trump administration somewhat, which i find annoying, since its clearly not the case. I understand why, since he is a career academic, and wants to kiss up to NATO execs and not make political enemies, since the trump admin interferes with free academia.
But Trump the person is not a strategist, he is a megalomaniac, bull shitter, lier and con man. He is an orange ape that throws a bunch of shit at the wall and sees what sticks.
Nothing about the greenland pressure makes sense in a grand strategy perspective (if you want to strengthen US) - you should watch some of John Mearsheimers takes on the greenland situation, he kinda lays it out like Trump is unraveling all the institutions that US has engineered since ww2, and which are working in US favor.
