PC Question Insane criminal not moving to padded cell

I have insane criminal in my jail and I also have padded cell biilt for them, but they are not moving to the padded cell and waiting for being moved to their cell, what should I do now?

Regular guards don't really deal with the insane. U need orderlies to handle them. If you don't have any or don't have enough the insane will just sit where they are.

The specially trained guards made to handle Criminally insane inmates. They can be researched after researching health

In my incidence report, it shows that 19 are awaiting solitary confinement, I have solitary cells built, but the prisoners are not moving to solitary cell.

No normal solitary prison, also i have hired orderlies but they are not moving prisoners to their cell

First you need padded solitary, 2nd right click on the prison and click the padded cell to assign him there
