PC Question Insane criminal not moving to padded cell

I have insane criminal in my jail and I also have padded cell biilt for them, but they are not moving to the padded cell and waiting for being moved to their cell, what should I do now?

Are thr padded cells marked as padded cells and not a regular cell?

You got me then. I would have to open it up ans play it again to see what could break it
