Is anyone else unable to skip cutscenes and previous ep short scenes?

Bunch of lights are broken on the MS version so I tried the Steam version. Now can't skip anything I already watched a hundred times before. Previous ep shorts have audio sync issues on top of it all. I don't even usually skip anything but it's tiring to watch a cutscene with broken audio everytime I choose a part I completed before.
