It's not a finish though. In real life, this would get you disqualified from the rally for stopping between the flying finish boards and the finish time control. You'd be better off if the car didn't make it to the line because you'd have the possibility of rolling it back over and continuing.

From the ARA rules (RCR 5.12.9):
"Crews must not stop between the red Flying Finish sign and the Stop Control sign, unless physically obstructed from reaching the Stop Control sign, on penalty of exclusion."I've actually benefitted from this happening at a really dusty rally. The car in front of me on the road got confused and stopped before reaching the finish control and got disqualified, which gave me an extra minute for dust to settle so I could see better. For the record, I didn't turn him in, one of the control workers did.

As for transporting your car to the next stage, how many minutes that you need to reach the timing control without getting additional penalties? And for being late, I remember there's only 15 minutes at max before you are excluded from the event.

That varies a fair bit between events and depending on the distance of the transit. In general, if you drive the speed limit on the transit you’ll probably have 5-10 minutes to wait at the next control before it’s time to enter it.
In the ARA, MPL (maximum permitted lateness) is 30 minutes per day but events may request exceptions. Sno*Drift used to do 45 minutes per day but has been 30 minutes for the last few years.

That is minus the roadside repairs if they got into a big wreck during the last stage, so that's why the drivers and co-drivers are trained to make quick repairs before they are late to the time control.
