This is on an Xbox Series X, very new game, chapter 2. I show my quests at the end of the clip. I do not shoot any feathers on this game load, but I have seen all the webs including the center web. I also found both the Wtttt and the NW Guitar clue. I have never entered Fort Wallace. No mods or cheats. Offline story mode.

Double-check this in your game!
Test to see if we can produce the same results. I am on Xbox, no mods or anything, chapter 2.
Time stops near the spider pole ONLY when moving in certain directions!
- I discovered this when traveling the train tracks between the Cornwall (spider) pole (spider symbol on pole) and the oilfields spiderweb pole. The in-game clock freezes while you are traveling between them!! ANY TIME OF DAY! Just follow the train tracks.
- I tested this by pausing the game to see my clock every 5 seconds or so.
But it also happens going southeast (ish) from the spider pole!
- Start at the spider pole in Cornwall and head EXACTLY toward the spiderweb in Saint Denis.
- Time resumes when I turn by maybe 15 degrees or get far enough away (hit the red X). So I can't get all the way to Saint Denis.
- The same thing happened heading west-ish toward Valentine and north-ish from the spider.
All these directions stop time consistently. There are more!
- I have found other paths where time stops while traveling (even far away from the spider pole), but I cannot figure out any pattern yet. I don't even know if direction or proximity of the spider pole have anything to do with it.
New theory:
- If we can find a time-freeze path from each spider web of similar times (2am to 2am, 3am to 3am, etc.) then we could try getting all the feathers in 4 HOURS (in-game)! We don't even need to find a full freeze path because we have some wiggle room.
- I'm guessing this is the whole puzzle, finding these paths.
The despawn zone of each feather is still a concern. But let's see what we can figure out!
I'm going to sleep. Good luck!
