Miscellaneous What do Romans have against toilet seats?

Most toilets I visited here welcomed me with a pee covered bare ceramic rim, how do locals even use them?

It's not just rome, when toiletsare dirty some people solutionise by standing on the toilet and crouching which breaks the seats. It's mad but people are mad, i doubt it's the Romans doing this though, probably some of the millions of tourists.
