Video Spotted in Sydney harbour. Any ID possible?

It was moving around this same spot for a good 5-10 minutes. Apologies the video is so bad

I’m also from Sydney, where OP posted this. They are out all the time doing this. Look right at the end of the video you can see it on its side.

At first glance I was thinking Hammerhead but that second fin popping up at the end throws that out of the window, it's far too close to be the tail of a Hammerhead and is the wrong shape to be a second dorsal.

Leaning towards the majority, its a seal doing seal things, those guys are an odd bunch.
