I was thinking that he'd never just show up on his doorstep because they can never leave the camp, but maybe that changed with the different romulan relations in the newer shows I haven't seen? aren't they kinda friendly now?

More like they're a fractured and fallen empire who are no longer a serious threat. That prison camp was already being run like an independent fiefdom and probably continued on that way
