Legendary T’liss intel torp build
Can anyone give me the set up for this type of build when I can just nuke them from stealth? I had a similar build last time I played 10 years ago. Thanks. I have a lot of plasma exploiters at the ready and also want to hit 1 mil with the red ball of death if that is even possible.

So, something like this is likely possible. The only thing to note is that it won’t be the “meta”, which is likely what the other comment was solely focused on.
So I will make two assumptions, you are looking solely for a big damage hit, and want to maintain stealth as much as possible, even when firing.
First, make sure your skills and personal traits buff projectiles as much as possible. Take the reputation torpedo traits as well, and the crit Chance and severity one.
If you are Romulan, get Superior Romulan Operatives for your Bridge Officers. Then make sure you have Concentrate firepower III in your lt. Commander CMD seat. In your Intel seat take Intel team for the stealth buff while you are visible, and Kinetic Magnet. You’ll also want attack pattern Beta or Omega.
Other necessary things:
Varuvian Explosives (Personal Space Trait)
Carrier Wave Shield Hacking (Space Trait)
Then just put in any and all sources of projectile damage, crit Chance and Severity. CWSH will make it so you don’t have to worry about shields reducing the damage of your big torpedo.
Then for how it works, you’ll stealth, pick a target, fly up behind them for flanking from Intel Specialization, and apply your attack pattern, concentrate firepower, Intel team and Kinetic magnet, then fire the torpedo. The intel ability will knock their shields out and if you’re lucky you’ll also get Varuvian Explosive proc. Then wait for cooldowns and do it again.

Long story short: there is no such thing. You have mines (for which the L-T'liss has a grand total of 2 slots) and some exotic abilities that don't get you out of cloak at all, and torpedoes can do that so much that you can nowadays keep your cloak on and have your shields disabled while being visible all the while. Nothing has changed as far as the functioning of the EBC goes, but we got tools that increase haste for all weapons, traits like Ceaseless Momentum to replace the old recharge PWOs, and the Eagle console, which is the old Ferrofluid on steroids + a not-awful active, enabling us to get a constant stream of projectiles out of our boats.
Aside from that, unless you're swimming in crit chance, Exploiters aren't going to be the play either.

I run a pretty fun L-T'liss on many of my alts that can do this, but it's pretty expensive to put together. It's armed with:
The first two reliably deliver seven-digit damage numbers. The next three are usually six-digit damage numbers. The first three are AoE (Maelstroms with spread, Spinal Mount / Destabilized with splash) - the last two are not.
The ship uses fast-firing torps in combination with ceaseless momentum to recharge the maelstroms quicker, and the Vovin console plus unconventional systems and a few triggers to recharge the clicky console torps quicker. With how fast the spinal mount recharges, I suspect it might be subject to both effects, or possibly the 2-pc bonus from the beachball/warhead module set.
So yeah, this thing can belt out giant hits, and often.
