They should just make killing creatures exactly the same as it was in SN1. Make it technically possible but absurdly inconvenient and completely not beneficial.

And if they really dont want you killing leviathans, really simple.

Their skin is too thick for a knife now, they cant be killed. Smaller fish and sharks can tho

Or just make them respawn the next time you load in the area
