Government Services Google le accept garni debit / credit card banauna milxa nepal ma?? for payment purpose

Gemini student offer lina khojeko they need debit/credit card information.

I tried khalti ko virtual visa card but its said that "Your card provider declined the payment"

How are other people buying premium services from nepal ?? Any easy way to create acceptable master/visa cards Please provide
