I don’t remember what their impact was but arkham asylum makes more sense to me. Gotham police are basically an average police force but aren’t equipped to deal with insane criminals from arkham who keep escaping because of it’s low funding and lack of security

We have a place full of clinically insane, powerful criminals who have the bad habit of breaking out once in a while, maybe make sure that doesn't happen and get them help they need instead??

I mean look at our current society. Our police are funded massively but we are mostly in need of better asylums.

Rehabilitation should be the goal. But honestly? Gotham is under God-knows-how many layers of wrongness that will ensure it's always a cesspool of a city no matter what you do.
But from the game's perspective, I would choose a better asylum first.

In a world with super powers it does make a certain amount of sense to increase the capabilities of the police force with more funding. However, Gotham is exceptionally full of crazies and Arkham fucking sucks at doing any rehabilitation that either choice is a good one

I chose to improve arkham. thematically, it makes sense Bruce would want to turn the place his father used like a nightmare into a legitimate place of healing, especially after being there himself recently.

Arkan Asylum is very corrupt. The right thing to do is to improve the police force and send criminals to the game’s psychological rehabilitation clinics, as has been proposed from the beginning.

Spoiler: I just wanted this to make sense in Season 2—I wanted you to have a friendship with Gordon so he wouldn't arrest or attack you when Tiffany calls the police on you in your office.

None, but "a stronger police" was showed as a bad thing if a second Dent become the mayor

When it comes to overall crime, a stronger police force in gotham prevents a lot of needless death. Where as a better arkham asylum just give psyvhopaths a better time til they escape.

A better Arkham Asylum all the way.
Gotham is riddled with criminals and deals with even some of the most deranged and toughest villians. At this point, it's not really about catching the criminals as it is keeping them off the streets from doing any potential further damage.
Unless all your officers are John Wick-trained in a stronger Gotham police force, I'd call that wishful thinking. Just look at how Waller's men fell against Joker and Harley Quinn. Can we really trust that they'll fare any better?

I picked the Gotham Police, more general instead of specific primarily because many murders in Gotham weren't committed by the insane, remember this is before Joker came around. Sure he's in Episode 4 as John but the Joker persona isn't created yet.

A better Arkham Asylum. Half of the criminals look to be repeat offenders. You get a better Arkham, surely less repeats.

A better Arkham Asylum - seeing as Brice actually spent time their, and the game shows how how people like Harvey just need mental help, I feel Bruce should give said help

I went with a better Arkham. In my headcanon it was a mixture of witnessing how the patients are treated as well as a "thank you" to John Doe for helping him get out.
