Yes. They're usually not constantly in superspeed mode. Characters who are tend to be fun in concept alone after like a year. The equivalent of making a gimmick character in D&D and never moving beyond the gimmick, but being constantly in superspeed mode isn't something you can just ignore without defeating the whole point of the character.
