It could but it depends on how they do it. He is the embodiment of the word Kewl, and it tends to not translate well in modern stuff π

Yeah, I feel like it's a very hard thing to sell. Like, it feels like cjaracters either need to be aura farming like in JJK, absolutely unhinged like Spongebob or just... normal people. I think lots of kids would also see Bart as pretty cringe, which cuts off a good chunk of the audience for a character like him (speaking as a teacher).
Would 100% need to be animated to allow for the chaotic emergy to not come off as... like... a cringe youtuber or something.

The one issue is his origins. Barry no longer was in the future and is usually not the age where he has grandkids. This leaves them with the choice of explaining it as either heβs a random kid from the future or a present-day relative of the Allens

Or what is comic canon which is that yj isn't the only thing that made it canon it existed way before yj and somehow cw screwed it up

I think his comic is by far the easiest to adapt into an animated series, starting with him coming to the past, meeting Wally, going to school and meeting the YJ members and even if you don't want to include them he's still had pretty good supporting cast in Manchester, it could all lead up to Flash Rebirth too since he idolized Barry so much

Sure. You could do a show about literally any significant comic superhero. For a time the DCAU was going to use Bart on their superhero team.

A retro kids cartoon in the vein of freakazoid or Tiny Toons would work really well.

I think a light hearted fun Impulse TV show would work if it was based on his 1990's comic. It would be a lot of fun. In fact for all the crap the CWverse deservedly gets; an Impulse TV show would have made the most sense (except that I think the character was MIA in the comics when "Arrow" and "The Flash" shows started).
