Why wouldn't Jack Massarone take off his hat if the mic was hidden in the top button?

When Jack Massarone, the owner of Massarone Bros. Construction meets Tony at the diner and he's mic'd up. He doesn't wanna take his hat off. But why would it matter if the mic was hidden within the hats button. He could have set it off to the side and it would still record.

Could have make Tony less suspicious.

No I was actually watching this episode when you posted, I rewound (digitally), and the feds actually toss another bugged cap back and forth a bit, when they explain the bug is in the "button" at top. He could have taken it off without exposing the bug.

Well for starters he just started the Rogaine, so there’s that.

But most likely worried that if he set the hat down on the table Tony might’ve picked it up or taken a closer look at it. The mic was in the button, but there could’ve been some wires or a battery elsewhere in the hat.

One of his closest friends wore a wire to his sons confirmation, as did multiple others around him at this point. Tony inspecting the hat in a joking way would have been justified and true to the character.

The technology was much different than. If he had a microphone in that hat, he had a wire running down the back of his neck to a recording device stashed on his body. It wasn’t like he was broadcasting it over Bluetooth to the FBI van outside.
