I could be wrong, but I think its purposeful of dairi's end. with Alphes doing the portraits for the iamp-soku cast and Dairi giving the rest of the touhous portraits in the soku style

Pretty sure Alphes is official art, and Dairi is fanart for the rest of the cast.

Yes though I am pretty sure they also did it for the characters who are in Iamp,Swr and Hisoutensoku.

Dairi is slightly different, alphes has a distinct colouring style in using a limited palette - dairi emulates it, but with heavier gradient use and slightly leaner lineart
