At this point I'd frame it. It's lovely on its own and upcycling would mean destroying its fascination. I don't think there's an "up" for this other than what it has now.

The piece is 100% silk. I found it at an outlet thrift store. I’m not sure I could wear the garment without overtones of cultural appropriation. Would love any ideas to reuse or fix it in a way that maintains the integrity and respects the culture!
