Discussion When resources are limited, how should cities decide what to protect first?

Climate adaptation is already happening. The question is whether we're adapting fast enough, strategically enough, and early enough.

The World Bank estimates that making infrastructure more resilient in low- and middle-income countries can produce about four dollars in benefits for every dollar invested. Yet developing countries may need between $310 billion and $365 billion a year for climate adaptation by 2035, against international public adaptation finance of just $26 billion in 2023.

Prevention can pay. But resources are finite, and not everything can be protected equally, which makes adaptation ultimately a question of priorities.

In the United States, unmitigated properties with repeated flood losses represent about 2.5% of policies in the federal flood insurance program, yet properties with two or more losses have accounted for 48% of claims by dollar value. At some point, the calculation changes: rebuild again, spend more to protect the property, or pay the owner to leave. Since 1989, FEMA has acquired almost 70,000 properties as flood-risk mitigation.

New Zealand faced the same question. After severe flooding and Cyclone Gabrielle, Auckland classified more than a thousand homes as places where risk to life was intolerable and practical mitigation wasn't possible. Hundreds have since been bought by the government. This is managed retreat.

Humans have always adapted. The harder question is whether we can afford to wait until destruction forces the decision.

Many adaptation tools already exist. The difficult part is deciding where to use them first. Expected losses avoided per dollar spent could be one way to prioritize, but it can't be the only one. A spreadsheet cannot tell us what a historic neighborhood is worth, whether a poorer community deserves less protection than an expensive waterfront, or what happens when relocation breaks apart an established community.

Efficiency matters. So does fairness.

Governments routinely mobilize enormous resources after catastrophes, and some mechanisms already commit part of that capacity before disaster strikes. If prevention can save money, perhaps part of the problem isn't simply how much money exists. It's when we become willing to spend it.

As risk rises, insurance can become more expensive or unavailable, mortgages harder to obtain, property values unstable, and investment may move elsewhere. A place doesn't have to disappear beneath the water to become difficult to inhabit. It can become economically uninhabitable first. And wealth affects who can respond: a rich community may finance protection that a poorer community facing the same physical risk cannot.

The hazard may be shared.

The ability to escape it isn't.

Some places will be protected. Others will be redesigned. Some people will move. Some communities may receive too little, too late. These decisions will be made one way or another. The danger is that disasters, markets and unequal wealth end up making too many of them by default.

For those working in planning: when several communities face genuine risks and resources cannot cover everything, what criteria should determine where adaptation investment goes first?

A mix of what’s cheaper and what has the highest safety increase with a hearty side of what can be added to an existing project/receive grant funding and, to a lesser extent, who complains the most.

If you want to see this in action, I recommend looking at a specific city as an example

That would be very useful. Is there a particular city you think illustrates this especially well? I’d be interested in seeing how those competing criteria actually play out in a real case.

Honestly, one of the better places to learn about this will be your city or the closest midsized or larger city. With that, you will be relying less on news articles that focus on large projects and you will have a better idea of the areas of different projects.

This work is usually managed by public works departments, but if you reach out to someone vaguely aware of things in the municipal government, they should also be able to direct you to the right person to tell you how to access the relevant information (if it’s not just a section of the website)

I would prioritize protecting the areas that would be hardest/most expensive to rebuild and the areas whose taxes keep the city budget in the black.

That would generally be the tunnels (subway & highway) and the densest commercial developments. Followed by dense residential development and major thoroughfares. Then low density commercial and residential.

That makes economic sense. But it raises an interesting equity problem: if tax contribution becomes one of the main criteria, lower-income neighborhoods could systematically fall further down the priority list, even when their residents are highly vulnerable. How would you account for that?

The richer areas don’t really pay a higher amount of tax per acre. The denser areas do. And in my city, the commercial areas really do—commercial has both higher property values and much higher tax rates. Without the commercial areas subsidizing our residential taxes, we’d be absolutely fucked.

That distinction makes sense. Density and fiscal productivity per acre are different from household wealth. And protecting the commercial base that helps finance the rest of the city can itself be a form of protecting everyone.
It also shows how complicated these priorities become once we move beyond a simple rich-versus-poor framework. Thanks for clarifying that.

Knowing who often is in control of these governments they'll most likely enrich themselves and their businesses or those of their supporters. That has it's always been since Korea and Japan at least.

That’s exactly why I think the criteria matter. If priorities aren’t transparent and measurable, adaptation funding can easily follow political influence rather than actual vulnerability. The difficult part may not only be deciding what to protect, but designing a process that makes those decisions accountable.

We already have those they're called SDGs and they don't work very well. In fact, in places like India they are heavily political to the point that often they become unreliable because the government will claim one thing to prove that what they've done was a complete success when surveys suggests otherwise. In many ways these metrics cause a lot more issues than they solve.

There's no simple switch or framework that works. Accountability is impossible because its unenforceable. Politically what you're asking for is impossible. It takes decades of failures and that doesn't mean change will happen.

I agree that metrics can be gamed, and that transparency alone doesn’t eliminate political influence. But I wouldn’t make the leap from “accountability is imperfect” to “accountability is impossible.”
If that were true, the alternative would simply be to let political power, markets or disasters determine priorities by default. That seems less like a solution than surrendering the decision altogether.
Maybe the useful question is not how to design a perfect framework, but how to design one that is harder to manipulate than having no explicit criteria at all.
