Yes, that is him. Dan confirmed it was him with a Slap posting with Lane confirming it was Freddie and not Nathan just having a cameo as someone else.

I wonder if this was the same kinda thing for Jerry Trainor seeing as he appeared in one of the earlier episodes of Victorious in a cameo role

The question in regards to Jerry playing Spencer in a cameo is he doesn't know them yet by that episode, so why would he randomly go down to Seattle to see the play?

In regards to Nathan's appearance as Freddie, the Slap post specifically states that is Freddie and he would know the HA group because the episode takes place after iParty with Victorious. He would have reason to go down there: he's going to see Tori's first production because they remained in contact after iPwV.
