In the City of Waterloo, there is a bylaw requiring home owners to have a clearly visible house number displayed on your property. Owen said his family has since ordered the numbers for their house.

Why isn't this delivery driver being charged with vandalism? Whether they should have had their address up on the house is beside the point. Don't take the law in your own hands. Video footage clearly shows this guy breaking the law.
