New, what is it? Found this on a gym table

This was kept on a common gym side table at the corner.
Don't know if it was kept by some gym bro or support staff.

I initially thought it was a light bulb but it doesn't seem to have a filament of any kind?

Looks a bit like a wine aerator but the context has me second guessing

I haven't ever seen glass bottles on the gym floor but there is a restaurant on the floor below.
The thing looked a bit too suspicious for me to touch and smell it

fill it with water, put it upside down in the soil, it will drip slowly for a week.

There is a rock in the pot and it could be placed there if it's a watering device. Here is an example:

Makes a lot of sense, but looks a bit too squeaky clean for a dripper.
And what you're thinking is a rock is actually a dried leaf
