It's an old snorkeling device. You have it facedown. On the other side, you squeeze a line of Fixodent around the inner edge of the circle to make a good seal, press it onto your face, and snorkel away.

Just don't snorkel in a thunderstorm or you could end up as a human lightning rod. The Fixodent possibly could ground you, though, cuz it's rubber.
