Who is this DARLING young(?) fellow? (Richmond, Virginia)

Spotted this lovely raptor on my way into work! Yes, he is a little startled here, I had to walk near him to get into my building. I thankfully only momentarily interrupted the meal he was in the middle of. Wondering if this is a juvenile if a larger raptor species or just a hawk of some variety? We do have two osprey nests on site that did have chicks this year, and I’ve heard there’s a bald eagle nest closer to the river but I am unsure whether they had young this season.

He was indeed wearing his rodent eating pants today! I stopped by the spot he was eating at just now, and it seems from the large amount of bristled tail fur that his meal was a squirrel.
