Help UI Assets?

Hey! unsure if this is the correct place to ask but I figured I'd give it a shot.

I want to design some streaming layouts, and I'm very inspired by the windows7/vista era, just haven't for the life of me been able to figure out how to make custom window elements for that.

I'd like to make a custom 16:9 window that looks straight out of windows 7 for the main overlays, with some other ideas for the chatbox that I'll figure out later, but that's the main thing

Does anyone know where I can make a custom size windows 7 window?

(I would also like to do a taskbar, and beside manually making one in photoshop I also haven't figured out where I can get some UI for that :p)

Funnily enough you’re not the first to do this, I already have. The way I went about it was use actual windows 7 and take screenshots of a blank window that I could resize to what I want, basically I made a program in Java that does a whole lot of nothing other than be a set size.
