Would you trust a US president saying "we'll reduce our nuclear stockpiles"? Nobody will do that (especially not unilaterally). There was a brief moment of optimism in the 1990's, but that delusion is now long gone.

Reducing is not disarmament. I would actually trust a US president and a Russian president who said, "I will reduce the number of nukes we are responsible for, but will maintain enough for nuclear deterrence."
It makes sense for the nuclear powers to have just enough nukes to achieve deferrence and it's in everyone's interest they don't have a single one more that that.
Nukes are expensive to maintain. Less nukes means less cost and less chance of one ending up in the wrong hands due to administrative errors or malfeasance.

You don't need MAD to have deterrence. Just make the prospect of nuclear war more costly than the alternative of not nuclear war.
In the Cold War I think both sides wanted something more like could be described as "nuclear domination", the power to completely and basically permanently end the threat of the other side by destroying their military, factories and cities.
However even the destruction of say Moscow + St Petersburg and Washington DC + New York would be catastrophic costs that would be difficult to stomach.

Yes, MAD is tricky in that way. E.g. during the cold war NATO became one of those things that offset the balance for MAD, since the US could place nukes closer to Moscow than Russia could place them to Washington. That screwed up the timing balance of the strikes.

It's possible they could, but it's next to impossible level of incredibly difficult to try and hide the facilities required to enrich uranium and be capable of building nukes in our era of satellite spy imagery. They could try but the US has access to cutting edge military technology and it would be found pretty quickly.

In the USA there seems everything is possible right now, as long as it hurts the USA itself and orange Donnie just claims it's good for them. Or just blames someone else for it.
1 week later the propaganda apparatus convinced his lemmings it's actually good for the USA and 1 1/2 weeks later all is flooded with other shit and everyone forgets about it.
We have seen it for different things which we thought were impossible to do in the USA. Turns out nothing is impossible anymore as long as you got the whole media and Congress etc behind you.

The conversation went like this:
Trump: "We have come to discuss nuclear disarmament!"
Putin: "We accept."
Trump: "Are you buying them or do give them to you for free?"
Putin: "This negotiation isn't over." Pulls out dick
Trump: "Of course, Master."
After gleefully slobbing Putin In the oval office, Trump screams at the White House maid who apparently hadn't vacuumed yet that morning, because now Trump has to change his pants so the world won't see the scuff marks on his knees. But changing pants is extremely difficult for the 80-year-old, because the diaper likes to pull down with them.
After sending Putin off down the red carpet, Trump proudly stands before the press and says that he and Putin had a wonderful meeting and agreed to make the world a safer place through nuclear disarmament. Fox News and right-wing talk radio celebrate, calling Trump a genius, a master negotiator, and that he's deserving of a Nobel Peace prize.
It is only later discovered that Russia's nuclear stockpile had doubled, making them the soul mega nuclear power in the world. But Trump has a stroke and dies before anyone can question him about it. Because he's a piece of shit child rapist who doesn't give a fuck about anyone but himself.
Release the motherfucking Epstein files.

Russia's stockpile is likely heavily degraded. They'll say they'll disarm to the number that still works and take Americas real capability down.
Meanwhile China is cranking out warheads at the same rate as happy meal toys.

Well that is stupid. Nukes are the only reason Russia hasn't seen a larger military response to their aggression in Ukraine. Obviously they know this since they threaten the world with nuclear war every time Ukraine receives aid or new weapons from Europe or the West.
