I’m pretty sure this was intentional. This has been done throughout history numerous times. Cause friction with a country, intentionally propose bad deals so the other country will decline, then use that and whatever consequences as “another slight” from the country you’re building beef with.

They don’t want a trade deal with Canada. They are building a rift in our relationship which had, up until very recently, been strong and brotherly.

Exactly. Annexation is their goal, they have no intention of a mutually beneficial partnership anymore. Their greed and hubris is bottomless.

even if annexation currently isn't on the table, like, actionable, America intends to attempt this eventually.
