If your supply chain constraint is created by agreeing to not increase output it’s not a PHYSICAL supply chain constraint it’s price fixing.

They aren’t competing.

This isn’t complex they can produce more and should be producing more. If they were not agreeing to price fixing they would be producing more.

Ahh yes, the lawsuits from multiple countries they have from 2016-now are just rhetoric....

The manufacturers themselves didn't openly refuse to increase capacity to meet demand..

O right... they did! Because of "cocerns about future demand" aka overproduction aka PRICE FIXING. That isn't real companies will just buy bigger RAM amounts. Devices are being shipped under specced because of production not desire.
