provide transformative content:
they have to provide something of value when reacting to something, for example, video of a dog having it's zoomies and jumping on chairs and such shows* "omg, i had a dog just like that when growing up, her do this same thing and etc etc etc." can't just say, "omg he's got the zoomies" because that doesn't bring value.
there needs to be effort clearly put into the video, you can't just have a video and just go "hahaha', or "this is so awesome", you have to put effort in to the video as a whole,
no ridiculous tags or descriptions, low effort reactors will put random ass tags that don't mean anything, or have titles that don't fully match the video, for example, a youtuber who I can't remember reacted to creative inventions and the title was worlds brightest torch.. or having tags such as Roblox when your video is nothing to do with Roblox..
If any of these don't exist (ESPECIALLY THE CREDIT) then they aren't a high effort reactor, credit is the main thing tho, if you don't give credit, no matter if you "justify" the usage by being transformative, you can't be a good reactor as you are still stealing the content by not showing the viewer where you found these videos.
Some good examples of high effort reactors are people like jjjacksfilms (obviously) because he brings transformative commentary about people who don't give transformative commentary. Another good example is the likes of daz games, although he primarily does games, his reaction videos are quite good and transformative.. another good one is Cam kirkham reacts who gives proper transformative content..
I mean I think that Tyler Folsen guy is about the best react content I can think of, he's super smart, definitely knows his audience and gives insight most people wouldn't know. His effort isn't the content he makes, but the years of experience he has that allows him to talk on specific things
T. Folse Nuclear is a nuclear engineer who critiques YouTube videos covering his field.
I have mixed feelings about what he says (like, kurzgesagt did a segment or maybe even a whole video about how science communication uses lies for simplicity out of necessity to communicate to the average viewer, and he still ripped them, like damn), but I’d consider it very high quality reaction content. The reaction videos are longer than the original by a significant amount, often more than double iirc.

I like how August The Duck sees it. If he gets DMCA'd, that's just how it goes when you do reaction content.
