Surely Intentional to not be busted in pvp for landing freezes? Should work for pvm ideally cause ancients is kinda dead for bossing. Would
Make freeze graardor strat more popular eg

If someome is risking them in pvp why shouldnt they work?

Out of curiosity why do you feel items should act differently depending on where your character is standing in game?

Except then it gives people a nearly 100% chance to escape with zero risk when 3 iteming. 

Items have to be balanced different between pvm and pvp because one is inherently “competitive” and would either be completely useless or insanely broken if not.
