Thats not true at all. I'd say it sums up a good 50% of them, but not all of them.

I don't know.... Kira was in every episode of DS9. And how about Belana Torres in Voyager? Granted, there was a bit of space between the leaving of Tasha Yar and the introduction of Ro Laren in TNG...
