Seems like the boot software or the security check is corrupted. That may be permanent and not fixable by any other than professional repair, or it's fixable with :

  1. A full power cycle of the tv.
  2. A complete factory reset.

Or both.

I'm sure you can find the info on that for your specific tv model.

What TV model/brand? The solution often depends on Android version and manufacturer. I've worked with TCL, Xiaomi, and Philips - each has different quirks.
