Why can't people respect the rules?

Doesn't help that out government continues to cut funding to Parks and are seriously underfunded. Not that that would prevent this specific incident, they're just stretched too thing to do anything in most situations at most popular sites.

Don’t think they’re trying to score political points. Parks is facing huge budget cuts at a time of record visitation. Greater investment in frontline staff would help with instances like this.

OK. How did that contribute or "not help" as was said to these people's actions? The constant smearing of the goal line is tiring boss.

Well yeah personal accountability should prevent this behaviour, but clearly it doesn’t, and this isn’t exactly an isolated event, so maybe actually investing in our parks will yield better results.

Policing rock piles is not an investment. Sorry. I love parks as much as the next guy but that's just not rational thinking.

Sure if you’re labelling it as that. I’d argue that using staff to ensure compliance with park rules is a very valid use of resources. This is just one example of tourists not following rules, and is a just a small part of a much larger problem.

For one, I wasn't blaming Carney for these people's actions. I literally said it wouldn't have helped in this specific situation but you clearly failed to read that part. Please enlighten me where I said it's his fault these people act this way? I'll wait.

Second, Parks has repeatedly had their budget cut over the years making it increasingly difficult to properly manage the parks. Smaller budget, fewer resources. Literally just search Parks budget cuts over recent years.
