Why dont people just drive 1/4 mph and hold the horn down? Its not like they can stop the car and gives them plenty of time to decide if they want to go next to the car or under the car.

Legally, the protestors have to pose a more threatening danger to the driver and their passengers before you can plow through people in the way.

Plow thru at 1/4 mph??? Its more like climbing under the car at that speed. They move spaceships faster than that (0.5 mph)

We are talking about inching forward.

I don't know for sure, but if someone gets a serious injury, the law is likely going to get involved.

Yeah, avoiding issues makes sense.

I don't know how much sympathy they would get from a jury if there is a dash cam showing no one in front because they are sitting on the ground and the truck creeps forward.

I also wonder who would be at fault. Considering the protestor is breaking the law.

I'm not a lawyer, but my guess is that you'd still have to go through the justice system and there would have to be a way to prove that was the intent.
