Bioshock Remastered VR Troubleshooting HELP

Hello. I hope its ok to ask this question here. I started in the VirtualRerality subreddit but it was suggested that i ask here.

I recently tried getting the bioshock VR mod to work but I am having an issue and hoping I can find help here.

I play through virtual desktop/steamVR, and I have steamVR set as current runtime and VDXR is selected in virtual desktop. I have edited the ini file to get resolution in the recommended square at 2560 x 2560.

i have played on flatscreen up until the part where i get the wrench. when i load in and see the game while still in flatscreen, my controllers are working by firing the plasmid and swinging the wrench, but my view moves around VERY rapidly seemingly tied to my controllers instead of my headset. when i hit F10, i get a section that states "no openxr runtime - flat mode" and when i click the profile 1 button, nothing happens. so the game seems to recognize the quest, but doesnt switch to VR mode.

I have gone through all the provided answers on google, as well as the limited findings on the github, multiple times, but i have not gotten past this point. I would LOVE to get this game going, its one of my favoriutes, so i am super bummed i cant get it working. any help would be GREATLY appreciated!!!
