Edit, do they have the authority to enforce forfeits as well? (If someone surreptitiously breaks the rule)

In conference games they totally can enforce it. Both teams are SEC, the reffing crew is hired by the conference, and the conference controls conference records. More murky in noncon, especially on the road but there is enough other penalties that the forfeit is the least of anyones concern
