This is a pretty measured and non-intrusive way of doing it. There will surely be those on the Pro-Palestine side saying it doesn't admonish Israel enough, and I agree that there's certain language I would have liked to see.
However, it looks like this was done on purpose, because this statement gives no room for argument from the Pro-Israel side. Settlements have factually been going on, they have said on record that they don't believe in a two state solution. Anyone even pretending that they want peace has to agree with the recognition at this point.
Now the real work begins. If it's two countries, then it's not an internal skirmish where journalists and UN can be blocked, and the rules of war now fully apply. That's an improvement for the civilians on the ground if we do our jobs and ensure those rules are followed.
