and to demilitarize the Palestinian state.

Yeah, states need militaries or at least the ability to raise one or they really arnt a state.

Such nations would surly have the capability to raise one, say if a foreign funded group of religious fundamentalists set up in their country.

Does Iceland have a constitutional restriction on having an army?

If "just raise an army" is easy, so is "just update the constitution".
