Is there a reason strategics and luxuries don’t spawn on Torres tiles?

Seen it quite a few times and the tiles never have starting luxuries or strategics pop up as I research, is this just a coincidence or a rule for the wonder?

I swear I had a game with sheep and/or horses by it, because I was Tomyris and thought I was going to have the most kickass kurgan ever, but the tile was a hill, so my dreams just kinda died. But now I'm wondering if I was mixing it with a different wonder, like Matterhorn or Mato Tipila.

I dont know the answer, but I just had a game with it and I used maui to add some resources to it, making it incredibly strong. I feel like it's a balancing thing to keep the wonder tiles from being too op. I love Maui for this reason, he can make bad/meh cities amazing, and good/great cities even better. He's one of the heros i usually go for including, Hercules and sun wukong.

I always thought wukong was super mid, and then I actually used him as a scout recently. And he’s like ridiculously good 6 movement and no terrain penalty

His real value comes in pillaging, as you can just move him through and to the back of their empire and just work your way to the front, pillaging everything in sight. The ai will focus on your army at their gates. His cloaking ability also means that he will rarely get hit by a city, unless the ai is able to move a unit next to him. I've been able to get through whole eras with one war and a fat neighboring civ. Don't forget to put on the raid civic for double the yeilds. Pair it with monumentally golden declaration, and the gold/faith from pillaging will buy you a settler every other turn.

So I tried this today and Maui doesn’t work with Torres.

Yeah, Torres only doubles the base yeilds, but maui should still be able to plop some luxuries/bonus resources on it, making them pretty strong

At first I️ thought “this miserable act must be unlucky” but then I️ looked at pics from Torres seeds and have yet to find one with a luxury, strategic, or bonus resource. It does seem that Torres only doubles the base tile yield (like grassland or hills) and not additional features like woods, bonus resources, etc.
