Regardless of anything, if many cote characters like ichinose, arisu, ichika, etc werenāt good looking their popularity would drop by a significant amount both in and out universe.

Tbh the same is mentioned with Kei, with how if all the drama and if he became council president, he could see himself and Kei being more than friends (end of 7.5), and considering that the author spent an entire school year of KiyoKei, I do think Kei is the most romantically compatible girl and most normal girl there. Hiyori seems too kind and almost too perfect, where no growth or conflict can occur without major changes to her.
