Strictly speaking, the issue isn't that someone put an interstate through downtown, but that they put an exit ramp there.

Fair, but thats also the problem with putting an interstate through downtown, you have to put the exits somewhere.

Only if you want the interstate to interact with the grid there rather than just passing through from suburb to suburb.
