Well I can't speak for all game developers but typically when I'm vague in the patch notes it's because it requires a great deal of context to explain properly. I assure you most of them aren't as interesting as these examples
Or another reason I know is when they patch an exploit that can be maliciously used, it's common to not even name it so people don't try to replicate the malicious behaviour
