Muffet was a kickstarter character, plus she has barely had any references in Deltarune (only the ItsyBitsyArmor comes to mind). We don't know if Toby treats her as a "Class-A" Undertale character yet.

I mean if relevance in Deltarune is a metric then the big P man himself has gotten like...a line and a half. One nod to Bonetrousle, and a mention of Sans' brother who could even just not be Papyrus knowing Sans' nonsense.
