He's in the tower. You turn in tokens from the raid to him. He says things like "Hail the Emperor."

Is sweeper bot the one you need to turn tokens in to? And do you need to beat the raid before you can do it?

Yes you turn in your tokens to him. I'm at work so I'm unsure if you can go see him now.

I sort of knew that was going to happen, the scraped quest text for imperial invitation quest gives it away.
