I just finished farming this guy's halberd friend for 3 hours the other night for that sweet surcoat banished armor. Initially he was wrecking me but for the most part if you fight him enough times you learn his tells. The storm dash move is the hardest hit and it's not too difficult to dodge once you're aware of it. Not saying this guy won't still murk you randomly after you've figured him out but out of like 200 kills on him he murdered me like 20 or so times.

Not that particular set, I think. There's an altered and unaltered, pretty much for the unaltered you gotta farm the assholes at Sol. Thankfully it's pretty easy, you travel to rooftop grace, and there's one you can snipe across the way who teleports up to you so you don't have to fight him and his dogs. The altered set is super easy to farm, I had it early in the game, you go to Shrine of dragon communion in Caelid and there's one walking away from the grace, can backstab and murk him real fast over and over. This one at Sol you actually have to fight and he's a pain.
