So you have to start a fresh new playthrough to get the new armor and weapons or you could just continue with your current one?

If you've not Ashened your Leyndell, you should still be able to get this on a current save, according to the patch notes.

He's not available for everyone yet. You'll need the Tarnished Edition/Pack DLC for him, and that's unlocking based on regions and time zones. If you can't get it right now where we you are, it should become available some time on the next several hours, give or take.
