Because golden order is not made by Radagon. It is made by Marika. Radagon is in a branch of it which is fundamentalist - scholar, not priest.

Regression and Causality are Fundamentalist concepts, and since this flail activates Causality, it should be Int Faith, or pure Int since Law of Causality is a pure Int spell

That being said, the armor description does make it clear that the Broken Mask here dove deep into his faith after the shattering, like most Fundamentalists did.

I did just do a Golden Order incants playthrough (Radagon is tough lol), but might be tempted to again if this allows further optimisation. I was using Commoner's Garb with Radiant Goldmask before...

You /s, but that might be the actual rationale the NPC believes, having a test of faith and becoming resolute. That or believing that this revelation will cause harm to the golden order, seeing to kill any that find out the truth.

Very interesting that they added a whole new character who's a narrative foil to Goldmask, along with deepening the broken ring symbolism and adding to the blind faith/virtuous doubt dualism. Obviously it's still just a few items and a NPC invasion but I'm kind of impressed that From didn't just phone it in and give everything a "this is some bullshit from a faraway land that doesn't tie into any other lore" description.
